Shaping the Future: Realizing Higher Education Plurilingual Policies and Actions examines how higher education can respond to major geopolitical, technological and pedagogical shifts through plurilingual policy and action. It argues that using English as an additional language in teaching, learning and research should not be treated as a minor operational adjustment. Instead, it can become a driver of institutional change, influencing pedagogy, curriculum, assessment, academic identity and global engagement. The presentation introduces a Key Development Indicator tool for enabling dual language education to be a lever for systemic renewal in higher education.
